Freeze has a lot to offer the Court of Owls in Gotham Knights and could be their newest recruit or conscript to take Gotham over. Freeze is being bribed, threatened, or joined willingly, he could become a deadly agent against Gotham's new protectors. The former elite turned crime lord willingly shared information with Nightwing about the Court, suggesting he may have been threatened by the Court or isn't a part of Gotham's new order. Gotham Knights trailers suggest that Batman's Rogues are intimidated by the Court, or at the very least Penguin is. While it's clear Batgirl and Robin are trying to stop Freeze's weather machine, they could also attempt to recruit him into the fold and turn him into one of Gotham's protectors. Freeze could be among the few redeemable Rogues. It's likely Gotham Knights' playable characters may be forced to work with villains for the greater good, and Mr. While Penguin isn't the most threatening villain, it's strange to see such cooperation between Batman's proteges and villains. In the latest trailer for Gotham Knights, Nightwing is seen discussing the Court of Owls with Penguin, aka Oswald Cobblepot. It's not unheard of for Batman to partner with his villains in times of crisis, and it appears his proteges have followed this pattern.
Several signs in Gotham Knights trailers already point towards permanent evolutions of Gotham as players continue their adventures and could hint towards a more drastic storyline with Gotham's ice villain. Now that WB Games has removed Batman from the equation in Gotham Knights, it's likely more drastic risks and storytelling tactics may appear throughout the game's story campaign. Still, with Gotham Knights' evolving open-world, a permanent ice addition could be an exciting twist and a satisfying departure from the usual Batman narrative. Freeze is trying to revive his wife or make a section of Gotham habitable for himself is unknown. Freeze continues to try and secure a life for himself and his wife, Gotham Knights could depart from the traditional hero narrative and include a scenario where the villain wins. Characters like the Penguin and the Court of Owls have already appeared, but each villain's goals are currently unknown. In Batman's absence, it's unsurprising that many Gotham Knights villains may take advantage of the ensuing chaos to try and grab power.
